As part of its function to protect and develop Massachusetts waterways and public lands, the Board of Harbor and Land Commissioners was responsible for maintaining navigable waterways. These photographs of a log jam on the Connecticut River accompanied correspondence from the Holyoke Yacht Club notifying the board of the blocked condition of the river and requesting assistance.
